It depends upon the payoneer partner that you are going to use. For Ex In Review me I pay monthly fees = $3 if I do not have 4 transactions per month. If I have more than $1. Card activation is $9.95.
Card is valid for 2 Years and next card is sent to you free of cost and no activation fees as well.

Different countries have different policies. In US it mandatory for a person to have a Bank Account and Credit card to verify him or her. It is same in UK, Canada and Australia. In India to verify you need either a Bank account or a credit card now.

@Josef Brindle, We are not to discuss about How to get the account back. In the post it is mentioned that you are going to get a Real Debit card with which you can verify paypal.
It is possible to verify via Alternative means as well now a days.

Izu, I know that there are other ways for you to get around with Paypal. The way we provided was the cheapest way without any investment on your end. The VCC you tried to post expires in either 2 or 4 months but the card we spoke about works for 2 years and is a physical debit card and works around the world not in Nigeria alone.

Your post is good for people who own websites and blogs
but for those who dont have blogs can get their paypal using virtual credit cards
and virtual bank accounts
there are new cards called avs called which will be address verified and 100% safe

A lot of banks provide Credit Cards on fixed deposits. They are safe and you can verify your Paypal Account with them (It is for Indian users only).
